As an 'off the wall' suggestion, if you only need a few returns (say 6
or 8) and only a level control you could make this using a handful of
pots and resistors and tag it onto the stereo bus. This would cost about
30 Dollars plus a bit of time. This would be unbalanced but adding
transformers of your choice in front of the pots would sort that out.
Adding 'PFL' to these extra inputs would be a matter of switches and a
couple more resistors.

plentiful, reasonable price, repairable (not massive expense) and if you get
into 'mods' there is scope there too.
I have only really worked on a series 1 Neotek and I was disappointed in build
quality and performance, coming from 30 odd years working on broadcast and
various recording desks. Neotek are however pretty easy to work on and can be
improved quite easily.
