How do i actually start a scan from here? I don't see any options in the toolbar menu for my nessus client. Is it because there are no rules?

First off, you need to start the process you're going to use. May want to ssh into the RedHat box and start the Nessus daemon (nessusd -D). You can do a ps -x (or whatever) to ensure the daemon has been started.
Then from your front end, you need to connect to the box you want to scan from. In your case, the RedHat box. Login/passwd are needed but remember, you need to be super user in order to use some of the full features (nmap -O).
