Yes you can make outgoing calls to anyone on the net or your LAN because Sygate assigns each PC on your LAN with its own IP address.

ALL LAN's have a server the server would be the computer with the actual Internet connection then the clients would be all other computers that share the one Internet connetion.
 
I had a simular problem as you I was using Internet LanBridge on my LAN to share the internet connection but the problem was it used a proxy and not a NAT and NetMeeting works best with NAT bridging software so I downloaded Sygate and my problem was fixed.
