I have no idea why the calls can't be made.
In regard to the overall quality, in my case, the move from ISDN to ADSL
has improved it astoundingly, at least on my side. The person on the
other end, who might experience some improvement as well will, however,
still be constrained by the limits of her/his internet connection.
