What government? -- an ISP could block the port access to restrict usage (
or maybe incidentally) so if your ISP is government controlled and you live
in a country without western style freedom of speech, I guess it could
control capability with some effort but I have never heard of it happening.
http://www.ecollaboration.net/developer/test.asp has a test that might show
if required ports are being blocked.
