Good Morning,  This is Stephen and Linda asked me to reply to your question. 
  Why? Because I work for the Government and I work on computers.  So, to 
answer your question, no, the government is not blocking Netmeeting unless 
you are trying to connect to a government facility.  But, If your problem 
was from yesterday, Jan. 24, then Microsoft was the one having problems.  
And Since NetMeeting is a microsoft product and sometimes uses MS servers, 
then most people would had problems.
  With netmeeting, there are many factors that can affect it.  Like your 
connection speed, the connection speed of the person you are calling, webb 
congestion, etc.  So, some times it works fine, and others it won't work at 
all.  But just to let you know, yesterday was a black day for Microsoft and 
that affects anyone who uses MSN or any of their servers.
  Just in case you were wondering, Microsoft was hit with a Trojan Horse 
Virus which brought down the majority of thier servers.
