I think the behaviour was adopted from GLD. You may want to check with David Butterfield to see if he can remember any reason why the packets get looped back. It may have only been for consistency; e.g. a token-ring interface in promiscuous mode will always receive its own packets off the wire so one has to jump through a few hoops *not* to loop packets back.
