The two are logically independent.  The IEEE (I assume you're
referring to the 802 specifications, not The Open Group standards)
defines a few particular link layers, such as Ethernet, but doesn't
define them all.  More importantly, it's just incorrect to say that
DLPI is defined in terms of what any one link layer (even Ethernet)
may or may not do.
