Dan, just a few superficial comments on the High level recommendations
document: On the first page, perhaps elsewhere, there are multiple
incorrect uses of the term "packet filtering". Perhaps you meant
"packet observability"? And I couldn't understand the first
paragraph's phrase "The first two problems", perhaps you meant "These
two problems"?
