there are two bugs filed and a third that I haven't filed yet.
6425953 SIOCGLIFCONF doesn't fill in sin6_scope_id for link-local
addresses
6425939 PF_ROUTE doesn't fill in sin6_scope_id in rts_fill_msg_v6
The third one would cover the same issue for PF_KEY.
