I just had a similar problem with the same type of modem.  I had to set
the jumpers on the modem for com 2 irq 3 to get linux to use it.  Now
Winblows 95 wont install it on COM 2.  So change the jumpers to COM2
IRQ3 and set kppp to use /dev/ttys1 and you should be okay.
