Well, partition magic might do it, but there are other free tools that probably support the Linux filesystems better. i.e., ext2resize (and physically ext2 is the same as ext3, minus the journal), so the trick would probably be to turn off the journal, run ext2resize, and then recreate the journals on the new resized partitions.
parted might do it too. I haven't needed to do this yet.
