Do you hear the 'beeps' when pcmcia service starts?
Have a look in syslog (/var/log/syslog) for messages relating to pcmcia What 
do they say?

Is this a laptop or a desktop with a pcmcia-pci adapter? 

What happens if you type
pcic_probe
in a root terminal window?
