Maybe I'm not understanding you, but can't you run the windows box on one 
ethernet port and the linux box on another?  There are a lot of advantages to 
having them networked, one of which is the ability to check that the network 
is functioning correctly before worrying about Internet connections.

It sounds as though you have a configuration problem, so the problem now is to 
work out a troubleshooting scheme.  First, though, I think that you talked 
about 10.0.0.2 as the address for the router.  Do you know if this is 
correct?  Can you check the configuration in the windows box?  In fact, I 
would say that the first thing to do is to write down all the network 
configuration screens in the windows box if that is working correctly.  You 
are going to need just the same information to set up the linux one, so that 
will save you a lot of work and worry.
