Not sure what 'the best way' is, but when I download tar.gz etc files I
just stick them in $HOME/download which I made for that. Then I untar
the files (tar xfzv for tar.gz-files and tar xfiv for .bz2-files),
change to the directory that is made and run

./configure (and hope all libs are present ;-)
./make
su (enter root password when prompted)
make
exit (back to user-shell)

$HOME/download is also the place that I put downloaded RPM's in. They
are installable from just about anywhere. Just remember to become root
(run the su-command) before you attempt to install an RPM-file.

Hope this helps a bit.
