The same thing happened to me on an older Dell Dimension XPS 200s MMX
I am using a CD player from Creative. I am wondering if I used the test-mode
install.
It seemed to work with some other users.

I used a Nec cdrom and had no problems. Even though Redhat 6.0 is not
compatable with nec drives. Mandrake may be diffrent. Though I did install
mandrake threw it also. If you are getting a erorr on trying to get the buss
to scan there may be a problem with the ide controler it self. The only way
that I know to test that is to unplug every thing except a hard drive and a
disk drive and use the hd ( manufacture's ) drive utilityes to anlise the
disk. Any Ide buss related porblems would show up.
