You want to COMPLETELY power off your unit. Some machines leave the motherboard ON to detect key presses and power up events. This leave enough current on, in most devices to retain any temporary setting changes made by Linux to your hardware (to attempt to optimize it) which is probably fouling up WinMe as Denis suggested. Try UNPLUGGING your computer from the power outlet, then pressing the power button on the front. This momentarily attempts to power it up, but without any current present, it merely discharges any capacitors in the system. The hook the cord back in and power it up to windows, using a NORMAL boot. That is boot up WinME as you usually do. I'll bet that the slowness now goes away.
