[newbie] 10.2 and modem problem

I have been able to use a external USR 33.6 fax modem with prior 
versions.  I just did a complete installation of LE2005 and get the 
modem to work.
From the control center I can attempt to install a fresh setup.  The 
lights on the modem respond in the test mode but the modem is not 
recognized. So something is happening between the software and the 
hardware; but what? And is there any simple way to get the modem to work?
