I think David's referring to JOSM, which is a downloadable editor program; you're using Potlatch which is the one on the Edit tab. The two are different so David's advice won't work in your case. To add tags which aren't in the preset menus, click the little '+' icon at the bottom right, or press '+' on your keyboard. A new tag will appear. Type the key (e.g. highway) where it says "key", then type the value (e.g. service) where it says "(type value here)".
