MILO DJUKANOVIC:
MONTENEGRO WILL DEFINITELY BECOME AN INDEPENDENT STATE

PODGORICA - Montenegro will definitely become an independent and
democratic state - Montenegrin President Milo Djukanovic said.

In an interview for Vojvodina's daily "Dnevnik" Djukanovic announced
possibility Montenegro to start negotiations with the representatives of
Serbia, pointing out that the Montenegrin and Serbian Governments should
make a final agreement about redefinition of their relations.

Montenegrin President said that he had supported extradition of ex
Yugoslav President Slobodan Milosevic to the Hague and that all
institutions of the International Community should be respected,
including the Hague Tribunal. 

MEETING OF DPS AND LSCG DELEGATIONS:
PREPARATIONS OF THE LAW ON REFERENDUM

PODGORICA - Representatives of ruling Montenegrin Democratic Party of
Socialists (DPS) and the Liberal alliance (LSCG) should start today
talks about defining and adopting a new Law on Referendum.

The LSCG suggested the new Law on Referendum should not stipulate that
more than a half of registered voters must turn out for Referendum to be
valid. This change in the current Referendum Law will prevent any plans
of some parties to boycott the Referendum - LSCG said.

This will be the main stumbling issue in the negotiations, because it
appears that ruling DPS continues to be against that change.

A multi-party parliamentary commission has to be created to prepare new
Law on Referendum - President of the DPS Executive Board Miodrag Vukovic
said. He believes that Montenegrin and foreign experiences should be
consulted to find the best solutions.   

MEETING OF COALITION '' TOGETHER FOR YUGOSLAVIA'':
DRAFT OF NEW COALITION AGREEMENT WITH DOS

PODGORICA - Representatives of Montenegrin coalition "Together for
Yugoslavia" will meet today to reconsider a draft of the new coalition
agreement with the ruling Serbian Democratic Opposition of Serbia (DOS),
about execution of the power in the Federal administration. 

The new agreement should guarantee full equality of the coalition "
Together for Yugoslavia" and the DOS in the new Federal government and
other state institutions.

It is quite clear from the previous announcements that the SNP will
demand the same number of ministers' posts in the Government as the DOS.

This SNP is also expected to ask for establishment of the mechanism
which will prevent outvoting in federal institutions  "at the expense of
Montenegro", as it was the case with adoption of the Law on cooperation
with the Hague Tribunal. 

  
MONTENEGRIN PREMIER:
I WILL INITIATE TALKS WITH SERBIA

PODGORICA - President of the Montenegrin Government Filip Vujanovic said
he would ask this week from the Serbian Premier Zoran Djindjic to start
negotiations about the future relations between Serbia and Montenegro.

Vujanovic will also initiate talks with the Montenegrin opposition about
lessening the political tension in the republic.  

Montenegrin Premier said he expected the Serbian Government to
participate in the talks about redefinition of the relations between
Montenegro and Serbia in order to create an Alliance of the two
independent and internationally recognized states.

MILO DJUKANOVIC:
CRNA GORA CE SIGURNO BITI SAMOSTALNA

PODGORICA - Crnogorski predsjednik Milo Djukanovic izjavio je da ce Crna
Gora sigurno biti samostalna i demokratska drzava.

U intervjuu novosadskom "Dnevniku" Djukanovic je najavio mogucnost da
Crna Gora udje u pregovore sa predstavnicima Srbije, isticuci da bi do
konacnog dogovora o redefinisanju odnosa u federaciji trebalo da dodje
na relaciji vlada Crne Gore i Srbije.

Komentarisuci cinjenicu da je pozdravio izrucenje Slobodana Milosevica
Hagu, predsjednik Djukanovic je kazao da se sve institucije medjunarodne
zajednice moraju postovati, pa samim tim i Haski tribunal.


SUSRET DELEGACIJA DPS I LSCG:
POCINJU PRIPREME ZAKONA O REFERENDUMU

PODGORICA - Predstavnici Demokratske partije socijalista (DPS) i
Liberalnog saveza (LSCG) trebalo bi danas da pocnu razgovore o donosenju
novog zakona o referendumu.

Prema predlogu LSCG-a, sa kojim se DPS ne slaze, novi zakon o
referendumu ne bi sadrzao odredbu iz vazeceg da na referendumu mora
glasati vise od polovine upisanih biraca, jer bi se na taj nacin
eliminisala mogucnost da projugoslovenske stranke bojkotuju referendum.

Predsjednik Izvrsnog odbora DPS-a Miodrag Vukovic izrazio je ocekivanje
da ce se u parlamentu formirati visestranacka komisija za izradu zakona
o referendumu i da ce se u tom cilju koristiti domaca i strana iskustva
iz ove oblasti.

SASTANAK KOALICIJE "ZAJEDNO ZA JUGOSLAVIJU":
IZRADA NOVOG KOALICIONOG SPORAZUMA SA DOS-om

PODGORICA - Predstavnici crnogorskih stranaka koje cine koaliciju
''Zajedno za Jugoslaviju" sastace se danas radi pripreme novog
koalicionog sporazuma sa vladajucim srbijanskim DOS-om, o vrsenju vlasti
u saveznoj administraciji.

Novim sporazumom trebalo bi da se garantuje ravnopravna zastupljenost
crnogorskih stranaka iz "Koalicije za Jugoslaviju" i DOS-a u novoj
saveznoj vladi i drugim drzavnim organima.

Iz dosadasnjih najava jasno je da ce SNP zahtijevati isti broj ministara
u saveznoj vladi kao DOS i traziti mehanizam koji bi onemogucio
preglasavanje, sto je bio slucaj prilikom izglasavanja zakona o saradnji
sa Haskim sudom.

PREMIJER FILIP VUJANOVIC:
INICIRACU RAZGOVORE SA SRBIJOM 

PODGORICA - Predsjednik vlade Crne Gore Filip Vujanovic najavio je da ce
ove nedjelje zatraziti od srpskog premijera Zorana Djindjica pokretanje
razgovora o buducim odnosima Srbije i Crne Gore, a od crnogorske
opozicije razgovore o smanjivanju politickih tenzija u republici.

Vujanovic je objasnio da od vlade Srbije ocekuje razgovore o
redefinisanju odnosa i mogucnosti da se odnosi izmedju dvije republike
regulisu u smislu stvaranja saveza nezavisnih i medjunarodno priznatih
drzava.
