MIODRAG VUKOVIC:
MONTENEGRO DOES NOT RECOGNIZE FEDERAL GOVERNMENT

PODGORICA - High official of the Democratic Party of Socialists (DPS)
Miodrag Vukovic said that Montenegrin government did not recognize
new-formed federal government, since it did not include representatives
of ruling Montenegrin parties.

"Montenegro follows an independent policy and does not recognize federal
institutions. That's why it does not recognize federal government in
Belgrade"- Miodrag Vukovic said. He assessed that the new cabinet of the
Federal Premier Dragisa Pesic presented just a expense for Serbia which
is paying for it.

Vukovic denied statement of President of the Federal Assembly Lower
Chamber Dragoljub Micunovic who claimed that Serbia started negotiations
with Montenegro in order to convince its government to give up an idea
of independence referendum.

Neither Montenegro abandons referendum's realization, nor its officials
negotiate secretly about the matter with Serbian officials - Vukovic
said. He said that Micunovic's statement was a political fraud,
discrediting him as a serious politician.

BECAUSE OF CAMPAIGN OF SMEAR:
MONTENEGRO AND DJUKANOVIC FILED A LAWSUIT AGAINST "NATIONAL"

PODGORICA - Montenegro and its President Milo Djukanovic filed a lawsuit
against four Croatian journalists, accusing them of being in the center
of a smearing campaign and false reporting aiming at tarnishing
reputation of Montenegrin state and its president.

The four journalists work for Croatian weekly " National" that has been
writing past months about Djukanovic's alleged involvement in the
cigarette smuggling in the Balkans. 

Some observers believe the campaign was motivated by the attempts of the
Croatian tobacco industry to block building of a foreign tobacco factory
in Yugoslavia.
 
The lawsuit was filed against editor in chief of the Croatian weekly
"National" Sina Karla and journalists Ivo Pukanic, Jasna Babic and
Berislav Jelinic.

According to Croatian Law, the court procedure will start on the request
of the state attorney. If the court finds journalist guilty they could
be sentenced to prison for the three years maximum. 

VICE- PREMIER ZARKO RAKCEVIC:
PROGRAM OF MEASURES AGAINST "GRAY ECONOMY"

PODGORICA - Vice President of the Montenegrin Government Zarko Rakcevic
said for daily "Vijesti" that Montenegro has had a significant budget
deficit and that the Government has just initiated necessary measures of
diminishing its costs as well as administration.

Budget improvement also included the program of measures against the
"gray economy" and this will mean long term process- Rakcevic said.

According to Rakcevic the most realistic chances for budget improvement
is the money from the cigarette business that largely falls into black
market. The experts assess that Montenegro could have annual revenue of
40 million DM if tax for cigarettes collected in full.

MIODRAG VUKOVIC:
CRNA GORA NE PRIZNAJE NI NAJNOVIJU SAVEZNU VLADU

PODGORICA - Visoki funkcioner Demokratske partije socijalista (DPS)
Miodrag Vukovic izjavio je da zvanicna Crna Gora ne priznaje ni
novoformiranu saveznu vladu, posto u njoj ne ucestvuje vecinska Crna
Gora.

On je istakao da Crna Gora vodi samostalnu politiku i ne priznaje
savezne institucije, pa ni novu federalnu vladu, ocijenivsi da je
kabinet novog saveznog premijera Dragise Pesica cist trosak za Srbiju.

Vukovic je demantovao izjavu predsjednika Vijeca gradjana Savezne
skupstine Dragoljuba Micunovica da su u toku pregovori sa Crnom Gorom da
odustane od referenduma.

''Crna Gora ne odustaje od referenduma, niti njeni zvanicnici o tome
tajno pregovaraju sa predstavnicima Srbije'' - rekao je Vukovic, a
pomenutu izjavu Micunovica ocijenio kao politicko podmetanje Crnoj Gori,
neprimjereno ozbiljnim politicarima.


SUDSKI PROCES U ZAGREBU:
CRNA GORA I DJUKANOVIC TUZILI ''NACIONAL"

PODGORICA - Republika Crna Gora i njen predsjednik Milo Djukanovic
pokrenuli su tuzbu protiv cetvoro hrvatskih novinara, uz obrazlozenje da
su oni svojim tekstovima, u kojima su Djukanovica doveli u vezu sa
svercom cigareta, povrijedili ugled Crne Gore.

Tuzba je pokrenuta protiv glavnog urednika hrvatskog nedjeljnika
"Nacional'' Sine Karli i novinara Iva Pukanica, Jasne Babic i Berislava
Jelinica.

Prema hrvatskom zakonu, sudski postupak ce biti pokrenut prema nalogu
drzavnog tuzioca, dok bi u slucaju da budu proglaseni krivima, optuzeni
mogli dobiti zatvorsku kaznu u trajanju od tri godine.

POTPREDSJEDNIK VLADE ZARKO RAKCEVIC:
U IZRADI PROGRAM MJERA PROTIV SIVE EKONOMIJE

PODGORICA - Potpredsjednik vlade Crne Gore Zarko Rakcevic izjavio je za
"Vijesti'' da Crna Gora ima znacajan budzetski deficit i da je vlada u
cilju uravnotezenja budzeta vec preduzela poteze racionalizacije
troskova i smanjivanja administracije.

Rakcevic je rekao da punjenje budzeta podrazumijeva, izmedju ostalog,
program mjera protiv sive ekonomije, sto ce po njemu biti sveobuhvatna i
dugorocna akcija.

Prema rijecima Rakcevica, najrealnije sanse za punjenje budzeta su
prihodi od duvana, gdje Crna Gora trenutno trpi stetu upravo zbog sive
ekonomije, dok procjene eksperata pokazuju da bi Crna Gora samo od
akciza na duvan mogla ostvariti godisnje prihode od oko 40 miliona
maraka.
