CENTER FOR HUMAN RIGHTS OF THE MONTENEGRIN UNIVERSITY:
NEW LAW ON POLICE

PODGORICA - The Center for Human Rights of the Montenegrin University
will start by autumn work on the project of reforms implementation of
the Montenegrin Police - Director of the Center Nebojsa Vucinic
announced.

In cooperation with the European Council we will start drafting the new
laws and regulations, which should limit some police competencies and
enable stricter control over police by the Parliament and the Judiciary
- Vucinic said.

MIROSLAV IVANISEVIC:
IMF MISSION SATISFIED WITH REFORMS IN MONTENEGRO

PODGORICA - During recent visit to Montenegro the representatives of the
International Monetary Fund (IMF) expressed satisfaction with
realization of the ambitious reforms program and with measures carried
out by the Government and the Central Bank of Montenegro- Montenegrin
Minister of Finance Miroslav Ivanisevic said. 

The IMF confirmed that the Montenegrin budget deficit had no tendency to
increase and that the Montenegrin Central Bank contributed significantly
to the revitalization of the banking system and to the improvement of
the banks supervision - Ivanisevic said.  

MONTENEGRIN PARLIAMENT'S SESSION:
ATTEMPT TO COMPROMISE PROJECT OF INDEPENDENT MONTENEGRO

PODGORICA - The MP's in the Montenegrin Parliament continued yesterday
debate about the pro-Yugoslav coalition's proposal to create a
commission to investigate accusations of the Croatian weekly "National"
about alleged involvement of  president Milo Djukanovic in cigarettes
smuggling.

Representatives of the pro-Yugoslav parties firmly claimed that the
articles in "National" and other newspapers, which insinuated
involvement of the Montenegrin authorities in the cigarette smuggling,
were true, although the task of the commission is to find out what is
the truth. 

According to the MP's of the Democratic Party of Socialists (DPS)
"National's" writings represent just one of many attempts to destroy
democratic project of Independent Montenegro.  They invited pro-Yugoslav
parties to accept creation of the fact-finding commission instead of
inciting endless political debate leading nowhere.

CENTAR ZA LJUDSKA PRAVA UNIVERZITETA CRNE GORE:
NOVI ZAKON O POLICIJI

PODGORICA - Centar za ljudska prava Univerziteta Crne Gore, prema
rijecima direktora Nebojse Vucinica, pocece od jeseni rad na projektu
reforme crnogorske policije.

''U saradnji sa Savjetom Evrope, pristupicemo izradi novih zakona i
uredbi kojim bi trebalo da se, sa jedne strane uredi ponasanje i
ovlascenja policije, a sa druge njena kontrola od strane parlamenta i
pravosudnog aparata'' - rekao je Vucinic.

MISIJA MMF-a ZADOVOLJNA REFORMAMA U CRNOJ GORI

PODGORICA - "Tokom visednevne posjete Crnoj Gori, predstavnici
Medjunarodnog monetarnog fonda (MMF) izrazili su zadovoljstvo
realizacijom ambicioznog programa reformi i mjera koje sprovode Vlada i
Centralna banka Crne Gore'' - izjavio je crnogorski ministar finansija
Miroslav Ivanisevic.

Ivanisevic je kazao da je delegacija MMF-a potvrdila da budzetski
deficit nema tendenciju rasta, uz konstataciju da Centralna banka Crne
Gore ostvaruje znacajan progres u aktivnostima na rekonstrukciji
bankarskog sistema i jacanja supervizije banaka.

ZASIJEDANJE SKUPSTINE CRNE GORE:
POKUSAJ KOMPROMITACIJE PROJEKTA NEZAVISNE CRNE GORE

PODGORICA - Poslanici u skupstini Crne Gore nastavili su juce raspravu o
predlogu opozicione koalicije "Za Jugoslaviju" i predsjednika Mila
Djukanovica, da se obrazuje komisija sa zadatkom da ispita tacnost
navoda iznijetih u hrvatskom nedjeljniku ''Nacional''.

Predstavnici projugoslovenski orijentisanih stranaka bili su kategoricni
u stavu da su tekstovi, ne samo u ''Nacionalu'', nego i u drugim
listovima iz okruzenja, o umijesanosti drzavnog vrha Crne Gore u sverc
duvana, osnovani.

Prema rijecima poslanika vladajuce Demokratske partije socijalista
(DPS), pisanje ''Nacionala'' je jos jedan pokusaj da se ugrozi
demokratski projekat stvaranja nezavisne Crne Gore.
