The schematic at 
http://www.bikebandit.com/houseofmotorcycles/1982-honda-motorcycle-cb450sc/o/m14678
 shows two bulbs in each of the two instrument clusters so I think it unlikely 
they have all burned out.  More likely a wiring/fuse problem.  I have a 84 
CB650SC with an entirely different single instrument cluster so I can't help 
much.

Do all the other circuits and light work OK?
