I've ridden both and the 250 feels about the same height but a heck of a lot less stable to me than the 750. Having lived in the Bay Area I give you credit for planning on commuting there - just depends on the commute.
I'm an every day commuter and my first bike was also a 96 750. Its the perfect commute bike and really easy to ride and move around to deal with traffic. It's limitations are great because I feel like they keep you from doing things that would get you in trouble.
