I have used the pop-up flash on a camera for a year. I have not used it much, and this 
is what I learned:
with a built-in flash, as long as your flash supplements existing light, even a 
campfire or room light, you will get satisfactory results. The less light there is, 
the more is the danger of the "deer in the headlights" effect.
I took a picture of me sitting in total darkness on the hood of the car, and there is 
a nice reflection on my forehead, I am burned out and you can't see much of a 
background.
I took pictures of a 4 moths old baby with a built-in flash. Look at  
http://home.ica.net/~rbody/craig.htm. Look at that page. The last 2 vertical shots of 
the baby are over & under exposed, but the rest were acceptable to my amateur eye [my 
scanning needs improvement, however].

In summary: if you have enough ambient light, your built-in flash will be acceptable 
[if you're using print films too, so that adjustments can be made]. Otherwise, for 
lower light conditions, and perhaps for more consitantly good pictures, get a flash 
and try even handholding it above your head.
