It's a pain to package these days. Maybe patchage etc. where packaged before waf became a real problem and you probably can find someone who is willing to do it for a popular package like Ardour, but for a less known application, it's much harder. There where many people who would love to see NON in Debian, but they did lack the skills or time as well. The idea that is has something do to with the developer, is just a example of a small group gossiping around and confirm each other their reality. If I did manage to unwaf NON (no way I was the right person for it), then it would in Debian as we speak.
