Re-synced with Apache master in merge commit [a77d554a94](https://github.com/apache/superset/commit/a77d554a947f3923ac84f685d6f78de933dc87d7), preserving both parents. Resolved conflicts in `exceptions.py`, `update.py`, and `api_tests.py`, retaining both the layout reconciliation changes and master's slug-collision handling/tests. Verification rerun: 81 unit tests and seven targeted dashboard API/DAO integration tests passed; changed-file pre-commit passed; one Alembic head. The local SQLite integration runner uses smaller World Bank fixture insert batches to accommodate its bind limit, with all data and assertions retained. Independent review approved the exact published tree. GitHub reports MERGEABLE; new-head CI has started and is pending.
