A few years ago Virginia determined that purchasing gift cards with federal monies would not be allowed (reimbursed). I don't know what the rules are with grants (might depend on who is granting the monies) or with general funds. There is a way to use social networking to send out messages to large numbers of people. A school division or state could send a message out asking that past students contact staff or go to a web site for information about a postsecondary survey. I watched a demonstration of CLIC Network, which is used by colleges to send information to potential students. From what I could tell, the potential student's information is protected, unless the student releases it. We have looked into using Facebook, but unfortunately, have not figured out a way to use it that would protect the confidentiality of the youth that would pass by our Institutional Review Board for Research on Human Subjects.
