I don't think you can single out Americans on password policies. Besides,
most of the time people complain, is because they are not educated enough to
understand the importance of passwords.
Just another point. Any country targeted for this type of attack, would have
never seen it coming and would probably had much more fatalities then
America did. When a terrorist uses your own resources to hurt you, there
isn't much of a defense for that. We live in a free country. We leave our
arms open to the world. We are not a selfish country. And because of that we
are vulnerable. This will not change unless governments that harbor
terrorism are destroyed. I think the problem here is you need to educate
your users of the importance of passwords.
Desktop computer users don't defend our nation. Stupid posting. Next.

I sit here, watch TV, and see people everywhere asking, "How could this
happen in America to Americans."  Then I see my users bitching because they
have to use an 8 character password with number and letters.  Don't they
know it's that kind of thinking that brought down those buildings?  When
will people learn that they cannot be secure without inconvienance?

When someone complains about complex passwords tell them, "That's the kind
of thinking that causes airplanes to crash into buildings!"
