That would indeed be a reasonable assumption, but tug.org is actually hosted in Germany. There's about 200ms latency between me (in western Canada) and tug.org, which is pretty annoying for ssh, but not really noticable for web pages. My personal server is hosted in the east coast US, and has about 75ms latency to me.
