I modified these value as follows:

fonts.analyzers.methods.hang_data = {
    inter_char_stretch_factor     = 0.50,
    inter_char_half_factor        = 0.25,
    inter_char_half_shrink_factor = 0.25,
}

However I had to tolerate the problem of Chinese puncuations appeared
on the right side of pages which often affect the aesthetic feel of
typesetting.
