????? – not understanding what is going on.

Did you set your e-mail address to the nomail option?  If so, there shouldn’t be any reason that mail from the list is being delivered to your mailbox.  Also, if you didn’t get the confirmation e-mail first time around, you may want to unsub and resub the Public Folder to the list.

Once I removed the rule, the messages came to my mailbox, not routing the PF.

No, it isn't different, but a couple of questions for you.  Do you have a mail relay between Exchange and the internet? Yes IMC  If so, do you use an alias file? Don't understand this one Smtp addressing doesn't work any different for PF's.  Have you tested it by sending a message to it from an external account? Yes, successfully  Have you verified the permissions on the PF? Default was reviewer - only viewable by IS staff; domain admins are owners; changed to author Default I think needs to be set to Author, otherwise the messages from the list are rejected.  Check those things and come back.

This is the method I used and it works just great.
A question: I used my personal mail address to subscribe and am now trying to subscribe with the public folder address. I joined the list with the public folder addressing and it was accepted, but haven't received the confirmation email to reply to. Is the smtp addressing for a public folder different than an individual mailbox?

Minor modification to this last suggestion: set up the rule to move all messages sent to  "NT System Admin Issues."  Use the with specific words in the recipient's address option; otherwise, you'll have to create an address book entry if you want to use the sent to people or distribution list option.

 
Searching the entire message might add some serious overhead if you get a lot of email, but I prefer Russ' suggestion, with my modification.

I have another work around for this too......here go's......have you noticed that every message sent to this list
has this at the bottom of every e-mail..............
