We don't want a "hardfork" in NuPIC, but I think Subutai is just stating
(like I did earlier) that we cannot stop that from happening if we don't
take NuPIC in a direction that is consistent with community needs. I think
we can still devise a plane that will make us all happy, somewhere in the
middle ground.

If we do this incrementally, there is nothing preventing us from moving
quickly towards all the goals Fergal and Stewart want. There doesn't have
to be a hardfork for this to happen, and we don't need to disconnect Grok
from using the bleeding edge of NuPIC either.

Extracting the core is only the first step on this journey. Once it is
complete, there will be much more clarity about what is happening within
the core vs in the python client, and we can take the steps necessary to
make the core complete.

What we really, really need is regression tests. Once those are in place
around the core, it will make us much more confident to merge PRs without a
detailed local analysis.
