Matt, I think the first question should be "who is your target audience?" Who are your most valuable users? Developers, neuroscientists, ML researchers? Then you should ask "What do I want those users to do with the code?" Modify it? Extend it? Just run the existing experiments? Create new experiments?
Answering "everyone", and "everything" is usually not the best strategy for product development.
