We currently already bundle tests, but as far as I know they don't pass. I'm ok either way, but I think if there are tests, then they should pass. If the tests don't add any value to the binary-only experience, they should be removed.
I do think there should be _some_ functional out-of-the-box experience, however. Whether that comes in the form of passing tests or some examples (not necessarily all).
