Under Mozilla there is absolutely a preference for this.
(Tabbed Browsing - 'Open tabs instead of windows for 'CTRL-Enter',
'Middle-click'...) But its also the opposite of how you want ie to work,
where
about half the time I'm doing right-click|open in new window. So, I
think
they made the decision that the default behaviour is the best option.

To Jeremy North : Plugins are very good, there are thousands of them, 
but there are probably only one or two that both suit you and work how 
you want them to, so it isn't leaving out *useful* functionality (do
you really want an 'amazon browser' ? Probably not, but if you did it
would be fantastic. I love the web-developer plugin with the 'outline
images with no alt-text' option, but ain't really interested in much
non-default tab behaviour).

Download manager ups its usefulness after about a month, when you come
back
and go "Where did I download foo.exe to?", you can just hit 'Show File 
Location'.
