If that is what it said, I think I'd be happy (silence = consent),
but it doesn't.  What it says is that everyone (100%, not just quorum)
must say yes (and not simply abstain).

I think Simon's approach works, as does my updated one (with derail added);
in the end I think it boils down to whether we want to focus our energies on
weasel wording constitutional rationalizations or if we are comfortable
running roughshod over it every time we disagree with it :-)
