Registration and account status aren't the same thing - you physically 
can't have a CC grant unless you are registered, but you can be 
registered and your account can be inactive, for a number of reasons.

We transitioned accounts that hadn't verified from 'needs verification' 
to 'inactive'.  In most cases accounts were not verified because people 
had forgotten their account details or passwords and as people have 
contacted us we've merely moved them back to 'active' by way of an email 
update and/or password reset.
