I've been trying to understand this thread - and I confess that I still don't...

The 2.1 Alpha4 draft says
Measures and Constitutional changes may be placed on a ballot by the
decision of the Board or by a petition signed by more than 10 percent
of the Electorate Group members.

Jim says this section needs more, and suggests

I still don't see why this additional text is needed - unless the
quibble is with the word "petition" or something...
