In the current constitution, amendment balloting is tied to CGs. In the
proposed constitution, I'm thinking we want something like we have
for other constitutional changes described in section 2.1.1.

Here's a possibility:

To be balloted, proposed Constitutional Amendments must receive signed
affirmation by more than 10 percent of the Electorate Group members.
---

...

Measures and Constitutional changes may be placed on a ballot by the
decision of the Board or by a petition signed by more than 10 percent
of the Electorate Group members.
