HI JohnP - I think the concern comes from what was suggested as the final text - which makes it unclear (even in the original) how to get this petition signed/validated and the new wording seemed to remove the ability of the OGB to add an ammendment. ALSO... the amendment process, OGB Constitutional Amendment Process, isn't yet linked off of the co-ment version of the constitution.
