OGB Members,

Here is a final version of the 2010 Record Date notice
proposal.

It needs 4 OGB votes in favor.

Cheers,
Jim

========================================================================

   The 2010 OpenSolaris Record Date is February 14, 2010.

   Electorate: 377  Majority: 189  Quorum: 126

========================================================================

In preparation for the 2010 annual election, the OGB set February
14, 2010 as the Record Date. The Record Date is used to determine
who is entitled to vote in the election (the Electorate), the Majority
and the Quorum numbers. Ballot Measures need to be passed by a
Majority of the Electorate and a Quorum of the Electorate must attend
the Members Meeting. This is detailed in Article V. Sections 5.7
through 5.9 of the Constitution.

Furthermore due to recent changes in how membership records are
managed, the OGB determined that in order to ensure a successful
electronic election, Members needed to authenticate their OpenSolaris
account by the Record Date.

Election notices were sent to the Community Group Core Contributers
and Community Group Facilitators February 1st 2010[1] and February 4th
2010[2]. An election notice was also posted on the home opensolaris.org
webpage[3]. The notices provided detailed information on who is eligible
to vote, how to authenticate and check OpenSolaris accounts and how
to add and renew Core Contributor grants.

As of February 14, 2010 and after tabulation on February 20, 2010, the
OpenSolaris Core Contributors with valid grants and authenticated
OpenSolaris user accounts was: 377.

However, the Website team notified the OGB on February 25, 2010
that they could not restrict Core Contributor account authentication,
and several Core Contributors had authenticated since February 20th
which could potentially impact the election.

========================================================================

In order to clarify this situation, and to ensure that Core Contributors
are not disenfranchised. The OGB has decided that 1) all Core
Contributors that have valid grants as of the 2010 Record Date can vote
in the election after authenticating their account; and 2) the 2010
Record Date majority and quorum values will stand unless the number of
votes cast exceeds the electorate total, in which case they will be
recalculated based on the final vote total.

========================================================================

More detail on the 2010 Record Date can be found on ogb-discuss[4].

Sincerely,

2009-2010 OGB
