I'm with Val and JBeck.  The whole reason for this proposal/thread was
to codify "allow the maximum number of voters while keeping a minimum
quorum".

On the date of record, we set the quorum and majority thresholds based
on the number of auth'd CCs.  We also set the voter rolls based on the
same, on the assumption that the webapp would not allow non-auth'd
people to actually vote, but later found new info that invalidated out
assumptions.

This new info caused us to include the 51 non-authed CCs in the voter
rolls.  Despite some public confusion, in the end, we decided to NOT
reevaluate our quorum or majority calculations based on the number of
authed CC's on the DOR.

This should have given us:

Voters eligible to vote:  all 428 Core Contributors as of the DOR.
Auth'd voters on the DOR: 377
Majority based on the number of Auth'd voters on the DOR: 189
Quorum based on the number of Auth'd voters on the DOR: 126

If we do this, the 2nd section ("the 2010 Record Date majority and
quorum values will stand unless the number of votes cast exceeds the
electorate total...") is unwanted because it completely negates the
reason and value of having a Date of Record and unnecessary since all
428 CCs (the electorate total) can vote and there is no way we can get
more than 428 ballots, so that section can never be triggered.
