If you want my advice, I wouldn't present things this way.  It sounds
defensive (and you will get people who stop reading right at this line and
put the book down forever).

Rather, I think you should write in the active posture:  "The arcane arts
known to the people of Diomin leave little room for those of lawful good
character.  For reasons unknown to mortal men, the power of the wizards' art
does not flow through those who pursue a life of law and good."  Or
something similar.

I wouldn't use this construction either.  Just enumerate what verbal,
somatic and material components mean in your world.  They're purposefully
left very vague so that they can be interpreted as necessary for setting
flavor.  Again, don't compare or create exceptions - just present your world
as if it was a fresh and new perspective.

My advice is to be very leary of the term "3rd Edition" too.  You'll notice
that it doesn't appear anywhere in the new D&D books.  Once through the bulk
of the network upgrade, we plan to stop referring to the game as "3rd
Edition" and begin formally calling it simply "Dungeons & Dragons".

If you feel you must use something, you might want to say "in many D20
System games, arcane magic has the following...."
