   So if I read this correctly I cannot, in my campaign setting add or 
subtract races and classes. ( "The following races exists in this setting" 
"There are no Illusionists per the PHB in MyWorld"  both seem to trigger 
against the selecting a racial template or a class.)

   So if I produce a supplement that is 100% new material, though clearly 
all mechanically derived, I can't use the d20 logo?

   What happened to the d20 Logo being a reliable benchmark for 
compatibility.  I didn;t know it wasa test for a minimum amount of 
regurgitated material.

   I think most adventures will have a tough time meeting this requirement.
