Here there is a multi-level benefit. If the user is required to send in
a card, but no return answer is needed. What this does do, is if the
user breaks the agreement of the license, the holder of the card (in
this case either Ryan or WOTC) has the card archived, and can
take action to get the license infraction fixed with a minimum of
fuss, as the card says "I understand the terms and rules of the
license" or something similar. A person cannot plead ignorance or
misunderstanding of the rules after doing something like this.

Yup, the best part of all. Very concise and detailed enough that
there should be no misunderstandings at all about how it should be
used.
