D&D is a high-powered, cinematic incarnation of the D20 system. A D20
game CAN be tilted to a lower power level. Hell, just look at the NPC
classes.

Now -- adapt the 'Outsider' magic system from the old Players Option
book, which was obviously Cthulhoid in nature. Use Wound points instead
of hit points. Don't play fair about CRs...the players aren't SUPPOSED
to kill the monsters, so hit a party of 1st level Investigators with a
swarm of CR 5 Fungi From Yuggoth or Hounds of Tindalos or what have you.
If they run in like they're playing D&D, well, in the immortal words of
Gary Jackson:"Let the dice fall where they may!"

(BTW, no one can tell me anything built on BRP is 'rules light'. It's a
system on the same order of complexity as AD&D, as it evolved in the
same era.)
