Which is why it's such a resounding commercial success. Seriously, I can
think of several reasons (one of which is the possibility that WotC
could include complete character creation rules and Chaosium could not).

What I don't see is the resistance to the inclusion of levels and
classes in a CoC conversion (assuming WotC uses levels and classes in
the CoC D20 rules).
