Erm...I think this last sentence might need some clarification, lest
another tempest begin. Can you elaborate on what you mean by 'approving'? 

I'm aware all drafts of the D20 STL include the right of WOTC to review
content for violations of the license and request changes, but I was also
under the impression that if someone wished to release content immediately
(taking the risk they might later have to withdraw it to make changes),
this would be permitted. Is this still the case?
