Just looked at the file. It looks good, although I do have some 
comments.

Certain of the abilities that you listed as being racial rather than 
cultural abilities. I have listed my comments below by race:

Dwarves
        Stonecunning - Should this be a racial, or cultural? I would say 
a cultural trait. Even as a sixth sense, it is something that could be 
developed in other races living in the same environment.

Elves
        The part about passing near a secret door. Should this be 
racial? Or might is possibly be a trained/learned ability?

Gnomes
        The bonus to saves vs illusions, and the ability to cast the zero 
level illusionist spells. Why aren't these listed as cultural rather 
than racial? I had recently had the idea of creating different types of 
Gnomes that had different abilities (my idea revolved around giving 
them elemental-like abilities). Also, in AD&D 2nd Ed, was there the 
Rock Gnomes who had more Dwarven like abilities? 

        The ability to speak with burrowing animals. This may possibly 
be a type of cultural/racial ability in that for normal Gnomes it is 
burrowing animals, and for other Gnomes living in different cultures, 
it may be a different type of animal.

Halflings
        Why is the bonus to saving throws a cultural thing and not 
racial? I would expect it to be racial, from their toughness. Saving 
Throw bonuses for other races have been listed as racial, yet not 
for these guys.


I guess that is all for now, except to say that it is a fantastic job so 
far!!
